The rules changed shortly before the 2026 filing deadline. Check the household income figure and the property you own against the new provisions before preparing the return.

The family-income exemption is now 100,000 GEL

The amendment published on 30 September 2026 increased the family-income exemption for an individual’s taxable property, other than land, to 100,000 GEL. It expressly applies to property tax that must be declared in 2026.

The relevant test uses family income from the preceding calendar year. Establish the family members and income covered by the property-tax rules, then apply the exemption. Keep the calculation with the supporting income records.

Use the correct income figure for a small business

For a person with Small Business Status, the family-income calculation includes 25% of the income taxable under the special regime, together with other income counted under the property-tax rules. For example, 200,000 GEL of qualifying small-business income contributes 50,000 GEL to that calculation. The family’s other relevant income must then be added.

Calculate tax from the right property value

For an individual’s taxable property other than land, the amended rate is between 0.8% and 1% of the relevant market value at the end of the preceding year. Apply the rate set by the municipality and account for the ownership interest and period.

For illustration, a taxable property valued at 300,000 GEL produces 3,000 GEL of annual tax at a 1% rate before any ownership-period adjustment. Keep a reasonable basis for the value, particularly where the property has been acquired, sold, divided or significantly improved.

Put the 2026 dates in the diary

The individual property-tax return is due by 2 November 2026, reflecting the non-working-day adjustment to 1 November. The corresponding November payment date moves to 16 November 2026 under the same timing rule.

Check earlier returns and the Revenue Service account as well as the current calculation. If the income exemption applies, review the position recorded in the portal and any prior assessment so the account reflects the current facts.

Prepare the documents before the deadline

Bring the property register details, ownership dates and shares, your prior-year income records, family information relevant to the calculation and any earlier property-tax return. Include land separately. These allow the accountant to reconcile the property and income figures before filing.

Keep rental income separate from the ownership tax

Property tax concerns ownership and the statutory income test. Income received from letting or selling property has its own income-tax treatment. Keep lease agreements, payments and sale documents with the annual file so both questions are dealt with properly.

Work through the family-income calculation first

Prepare a schedule of the income counted by the property-tax provisions for the preceding calendar year. Identify the relevant family members and avoid treating a bank receipt as taxable income without examining its character. For a Small Business Status holder, use the specific 25% inclusion rule for qualifying special-regime income.

These are simplified illustrations of the income test for taxable property other than land. Establish the actual family, income definitions, exemptions and ownership before preparing the return. Land requires its own assessment.

Prepare a property schedule the return can follow

List each property separately with its register identifier, ownership interest, acquisition or disposal date and valuation support. Keep land in a distinct part of the schedule. Where ownership changed during the relevant period, retain the transaction documents needed to apply the statutory calculation.

Compare the schedule with the previous return and explain additions, disposals and valuation changes. A useful working paper allows another accountant to reproduce the declared figures and identify the municipal rate applied to each taxable item.

Check the tax account after submission

Retain the final return and acknowledgement, arrange payment by the applicable date and review the Revenue Service account. Where an earlier assessment or declaration does not reflect the current facts, identify the corrective action needed. Keep ownership tax separate from the income-tax analysis of rent or a property sale.
